Our Board Member
Kristen Toliver is a seasoned executive and community leader with over 25 years of experience in child welfare, social services, and public sector leadership. Currently serving as the Director of Delivered Services for the Georgia Division of Family and Children Services (DFCS), Kristen brings a wealth of experience in overseeing large-scale operations, building strategic partnerships, and delivering impactful services to Georgia’s families.
Kristen has spent 21 years at Georgia DFCS in progressively responsible roles, including Regional Director for Fulton and DeKalb Counties, where she oversaw a multi-million dollar operating budget, led multidisciplinary teams, and championed initiatives to ensure the safety, stability, and self-sufficiency of vulnerable families.
Her career began in Los Angeles, California, working with high-needs youth in foster care. Since returning to Georgia in 2004, Kristen has held leadership positions across the child welfare system, demonstrating a deep commitment to community well-being, operational excellence, and collaborative stakeholder engagement.
Kristen holds both a Bachelor and Master of Social Work from Clark Atlanta University. Her leadership is defined by a strong work ethic, a passion for community development, and a vision for creating inclusive, supportive environments for all families.
She is excited to bring her experience in governance, public administration, and human-centered planning to the board for mixed-use residential development, helping shape communities that support long-term growth and equitable access to housing and services.
